Logistics UK has appointed Brenda Maguire as Northern Ireland Policy Lead, based in its Belfast office, to lead policy activity in the region and represent the logistics sector with political stakeholders and industry partners, a newly dedicated full-time role that strengthens the group's devolved regional structure.

Maguire joins with over 16 years of policy and campaigning experience across Northern Ireland, having previously represented major health charities, retail and hospitality businesses and the banking sector. Logistics UK is the trading name of Freight Transport Association Limited (Companies House no. 391957), a private limited company by guarantee headquartered in Tunbridge Wells, Kent, representing over 20,000 member organisations across road, rail, water and air logistics, with total income of approximately £29.6 million for FY2023.

The structural driver is Northern Ireland's uniquely complex trading position following the implementation of the Windsor Framework. Northern Ireland simultaneously operates within the UK's internal market and maintains regulatory alignment with certain EU goods standards, creating a dual-market compliance burden that no other UK region faces.

Logistics operators moving goods between Great Britain and Northern Ireland navigate a distinct set of documentation, customs and biosecurity requirements that differ from those applying to the rest of the UK supply chain. Logistics UK's Northern Ireland membership has been advocating for simplified processes and clearer political representation as those Framework arrangements continue to evolve through Stormont and Westminster channels.

The appointment timing is also driven by decarbonisation policy. Northern Ireland's Climate Change Act 2022 sets a binding net zero target for 2050 with an interim 48% reduction by 2030, and the logistics sector, as one of Northern Ireland's largest sources of road transport emissions, faces increasing regulatory engagement from the Department for Infrastructure. Having a dedicated policy lead embedded in the region positions Logistics UK to shape rather than react to emerging transport decarbonisation regulation.

For the sector, the appointment signals that post-Windsor Framework political complexity has reached a threshold where generic UK-level logistics advocacy is no longer adequate for Northern Ireland members, and that trade body resource allocation is following that complexity.
